Profile of the group: Police

No source read describes Polis Meclisi Riyaseti by itself, so this is the profile of its group of job titles.

Officials of the police (polis), which kept order in towns.1 A first police, set up in 1845 to keep order first in Galata and Beyoğlu, lost its function when the command of the zaptiye forces (Zaptiye Müşirliği) was founded on 15 February 1846 and security work was attached to it.2,3 The police was set up again, permanently, in 1881, and from then on, starting with Istanbul, efforts were made to extend it to every part of the country.4

Requirements for entry

  • a police course (polis dershanesi), opened in 1889 so that candidates would know some law and not only how to read and write1,5,6
  • police schools: the first opened at Salonica on 2 January 1907 under Belgian officers, the school of Istanbul on 14 July 1909, and from 1909 others in many places in Rumelia, Anatolia and the Middle East,7,1 though graduation from a police school became a condition of entry only under the regulation of 19138

History

The Ministry of Police (Zaptiye Nezareti), founded on 3 December 1879 in place of the Zaptiye Müşirliği, dealt only with police work, while the zaptiye troops were attached for a time to the war office (seraskerlik).9,10 The law of 4 August 1909 abolished the ministry and made the police a directorate of the Ministry of the Interior, the Directorate of Public Security (Emniyet-i Umumiye Müdüriyeti).11,10,1
