İsmail Kemal Bey was born in Vlorë (Avlonya) in 1844/45 (AH 1260), within the İslam community. The father’s occupation was Dergâh-ı Âlî kapıcıbaşı. Schooling included Selanik ve Avlonya ibtidâî mektepleri; Özel hoca (Yanya); Josimia (Zosimea) Rum mektebi; Mekteb-i Hukuk.
