Hattatlardan Abdurrahman Hilmi Efendinin oğludur. H.1277/M.1860’da
Sivas’ta doğmuştur. Mehmet Emin Efendi, mahalli mekatibi iptidaiyesinde ve
mektebi rüştiyeye girmiştir ve bütünleme ile diploma almıştır. Daha sonra
diplomasını zayi etmiştir. Şifaiye Medresesinde Arabi ve Farisi ilimleri okuduğu
Türkçe okuryazar olduğu tercüme-i hâlinde yazılıdır.
