Mustafa Şevki Efendi was born in Sivas in 1868/69 (AH 1285), within the İslam community. The father’s occupation was Celalli memlehası memuru. Schooling included Sivas mekteb-i ibtidai; Sivas Sahibiye medresesi; Fatih dersiamı Sivasi Mehmed Said Efendi halkası. The language repertoire included Arabic, Persian and Turkish. [1]
