BOA, DH.SAİD.d, Nr: 20/69; 300 kuruş maaş ile terfi etmiş, 11 Temmuz – 13 Eylül 1907 tarihleri arasında kadar 100 kuruş ek maaş ile Duyun-u Umumiye Nezareti Muhasebesi nde refik-i evvel olarak görevini yerine getirmiştir. 14 Şubat 1909 tarihinde 500 kuruş maaş ile Dersaadet ve çevresi Duyun-ı Umumiye Nezareti Muhasebesi görevine nakledilmiş ve maaşı 14 Mart 1909 tarihinde 600 kuruşa yükseltilmiştir. 22 Mart 1909 tarihinde sekiz yüz kuruş maaşla Posta ve Telgraf Müdüriyeti Kalemine nakledilmesi nedeniyle, 28 Mayıs 1909 tarihinde, hâlihazırda sürdürdüğü görevinden ayrılmıştır (BOA, DH.SAİD.d, Nr: 122/161). 4.101. Mustafa Necati Efendi Esnaftan Hüseyin Ağa’nın oğludur. 1869 senesinde Gelibolu’da doğmuştur. Sıbyan mektebi nde temel dinî ilimler dersleri almıştır.
