Bartlaz-zâde Mehmet Efendi’nin oğludur. 5 Temmuz H.1296/M.1878’de
13 Haziran H.1295/M.1877’de Sivas’ta doğmuştur.
Yusuf Ziya Efendi Sıbyan mektebinde ön bilgi olarak dinî ilimleri tahsil
etmiştir ve özel hocadan Arabi ve Farisi ilimleri öğrenmiştir. Sivas Rüştiye
mektebi ve İdadisindeki dersleri de okumuştur. Rüştiye mektebinden diploma
almıştır. Türkçe okuryazardır.

üzerine 5 Eylül H.1316/M.1896 5 Kanuni sani H.1314/M.1894’de ayrıldığı evkafı
hümayun sicil şubesinin vukuat pusulasında gösterilmiştir.
Yusuf Ziya Efendinin yazılı olduğu üzere 20 seneyi bitirmemiş
olmasından memuriyeti caiz olamayacağına 5 Kanunisani H.1314/M.1894
