İsmail Ağa’nın oğlu olan Ahmet Hulusi Efendi, H. 1296 (M. 1878 -1879) yılında
Tosya’da doğmuştur. Sıbyan Mektebi’nden sonra Tosya Rüştiye Mektebi’nde
öğrenimine devam etmiş ve 18 Temmuz 1896 (H. 7 S 1314/R. 6 Temmuz 1312)
tarihinde diplomasını almıştır. Türkçe okuryazardır.
Sandık Emaneti’ne tayin olmuştur. 11 Haziran 1902 (H. 4 Ra 1320/R. 29 Mayıs 1318)
tarihinde vefat etmiştir.
