Life and register readings
Mehmet Şükrü Efendi was born in Bandırma in 1838/39 (AH 1254), into the İslam community, and the father's occupation was "Kadı". Work began in 1865/66, at about 27, on a first salary of 1,000 kuruş. The annual lists begin in 1868/69, with Mehmet Şükrü as a district governor (Kaymakam) and no place named. Next came Pınarhisar in 1870/71. At the same time, from 1873/74, the lists also place Mehmet Şükrü in Pınarhisar as Ağnam rüsumu memuru. Alongside, the lists for 1873/74 give a second post, in a post with no place named as Çevre şehirler aşar memuru. The annual lists then follow Mehmet Şükrü to Edirne and Bandırma from 1875 to 1887. The last entries, from 1895 to 1904, name Mehmet Şükrü as Nahiye Muduru, with no place. Entries spanning 41 years are rare, reached by fewer than 5 per cent of the 8,239 officials.
The salary went from 1,400 kuruş a month in 1868/69 to 1,500 in 1875/76, the peak, in Edirne, when 85 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 1,200 kuruş. Over 22 years pay ended below where it began, 675 kuruş against 1,400. In all, 22 years of salary come to 200,040 kuruş, 1.8 times what an official on the median salary earned in those years. The final annual entry is for 1907/08.
