Ulemadan Müftü Kâtibizâde Habib Efendi’nin oğlu olan Ali Rıza Efendi, H.
1288 (1871 / 1872) tarihinde Tokat’ta doğmuştur. Sıbyan mektebinde ilimlere giri ş
derslerini almış, Kur’an -ı Kerim’i ezberlemiş, Teky edairesi Medresesi’ne girerek
“şer’i miras ilmi”nden diploma almış ve medrese eğitimini tamamlamıştır. Türkçe ve
Arapça konuşup yazabilmektedir.
Nüfus tezkeresi ve Müderris Hacı Osman Efendi’den aldığı diploma, Tokat İdare
