Veli Hilmi Efendi Ziraadden Ümid oğlu Osmân Ağanın mahdumudur. 1301 (1883) sene-i hicriyesinde 11 Kanûn-u Sâni sene 1299 (23 Ocak 1884) Karahisar-ı Sâhib Sancağı dâhilinde Kâ’in Aziziye Kasabasında tevellüd etmiştir. Kasaba-i Mezkûr Rüşdi Mektebinde mukaddemât-ı ‘ulûmu ve Müfti Hacı Mehmed Hayri Efendi Medresesinde bir müddet fünûn-ı Arabiyeyi tahsîl etmiş ise de şehâdet ve icâzetnâmesi olmadığı tercime-i hâlinde münderiçtir.

Tahrirat kitabeti atamasında AH 1327 (1909) Zilhicce gurresi ile Rumi 1 Kanûn-u Evvel 1315 (13 Aralık 1899) bağdaşmıyor. İkinci tarih, belirtilen 1901 mülazemet başlangıcından da öncedir. Kaynakta düzeltme yoktur; atama yılı ve mülazemet süresi belirlenemedi.
