Life and register readings
Süleyman Sami Efendi was born in Kale-i Sultaniye in 1879/80 (AH 1297); the father's occupation was "Biga sancağı belediye reisi". Work began in 1903/04, at about 23, on a first salary of 500 kuruş. The first annual entry, for 1903/04, names Süleyman Sami as Vilayet maiyet memuru, with no place. At the same time, from 1905 to 1908, the lists also place Süleyman Sami in Kolašin (Kolaşin) as a district governor (Kaymakam), with a rise to Kaymakam. Alongside, the lists for 1907 to 1912 give a second post, in a post with no place named as Kaymakam, with a rise to İkinci sınıf kaza kaymakamı in 1911/12. For 1909 to 1911 the lists have no entry.
The salary went from 500 kuruş a month in 1903/04 to 2,500 in 1911/12, the peak, when 83 per cent of paid officials earned less. In all, seven years of salary come to 105,000 kuruş, 2.5 times what an official on the median salary earned in those years. The last annual entry is for 1911/12.
