372 13 Muharrem 1311'de Arabgir; önemi ve büyüklüğü sebebiyle Besni Kazaları kaymakamlıklarına nakl buyurulmuşdur. Arabgir kaymakamlığında iken şahsi çıkarlarını temin için başkalarına suç yüklemek gibi birtakım yakışıksız hareketlerinden dolayı Arabgir'e gidişinde haberli olunması üzerine azli gereği bildirildiği ve bu tür suistimalleri Besnice işitilmekde olub böyle bir memurun vilayet içinde görevine devamı kesinlikle caiz olamayacağından değiştirilmesi isteği üzerine 29 Rebiü'l-âhir 1313'de azl edilmiştir. Azil sebebinin doğrulanması dilekçesini içeren arzuhali üzerine yapılan inceleme sonunda sebebin mutlak isnatlar kabilinden olarak bir guna hükm ve kuvveti haiz bulunmamasına nazaran mani-i istihdam bir hali görülememiş ve 17 Muharrem 1314'de Trabzon Vilâyeti'nde Kelkit, 5 Muharrem 1315'de yine Trabzon Vilâyeti'nde Tavul kaymakamlıklarına tayin buyurulmuştur. Havası ve insanlarından dolayı 11 Cemâziye'l-âhir 1316'da Ankara Vilâyeti'nde Mihalıççık kaymakamlıklarına nakl buyurulmuştur.(BOA SAD 22/ 243) Kelkit kaymakamlığında iken ilkokul tesis etmiş ve kaza merkezinde bir rüşdiye mektebi inşası ve dördüncü ordu-yı humayuna mahsus yolun tamir ve onarım işleri ve askeri yardımın dağıtılması hususlarında çalışmaları ve Tavul kaymakamlığında emniyetin sağlanmasında, tahsilat konusunda zaman harcamıştır. Görevi süresince emval-i umumiyeden 2.196.231 kuruşun tahsilini sağlamış, askeriye tesisatı yardımıyla Girid muhtacının ve şehit çocuklarının, sakat asker için para yardımının toplanması ve biriktirilmesinde ve savaşta Teselya kıt'asına sevk olunan redif askerleri için hayvan tedarik ve celbinde ve eşkıya ve katille asker firarı ve bekayasının celb ve sevkinde dördüncü ordu-yı humayun dairesinde bulunan askeri mevkilere sevk olunan silahlar ve asker mühimmatının zamanıyla sevkinde ve Erzurum yoluyla kaza dahilinde bulunan yolların tamirat ve 79; BOA SAD 22/243
