Ramazan Efendi, Zabtiye OnbaĢısı Fettah Ağa'nın oğludur. 18 93 senesinde Ohri
Kasabasında doğmuĢtur.
Ohri’nin Süleyman Bey Mekteb -i Ġbtidaisinde temel dini ve eğitim bilgilerini
tahsil etti. Mekteb-i RüĢtiyede verilen dersleri okudu. Ohri Kasabasında bulunan Ġttihat
ve Terakki Ġdadi Mektebine girdi ve beĢinci sını fa kadar verilen dersleri okudu ise de
fakir haline bağlı olarak mektebi terk etmiĢtir. Ġbtidai mektebinden 23 Temmuz 1907 ve
RüĢtiye mektebinden çok iyi dereceden 10 Eylül 1910 tarihinde diplomalarını almıĢtır.
Ġttihat ve Terakki Ġdadi Mektebinden 14 ġubat 1912 tarihli tasdiknamesi vardır.
