Sivas mahkeme- i şer’iye mübaşirlerinden Süleman Ağa'nın oğludur.
H.1293/M.1876’da Sivas’ta doğmuştur. Ali Rıza Efendi, Sivas Sıbyan mektebinde
ve daha sonra Rüştiye mektebinde bir müddet okuduktan sonra Mülkiye idadisi'ne
girmiştir ve dördüncü senes inde devamsızlığından dolayı imtihana kabul
edilmemiştir. Ali Rıza Efendi mektebi terk etmesi üzerine 27 Eylül
H.1317/M.1899 tarihinde tasdikname almıştır.
