SAID 88/154; 10 Safer 1327 senesinde (M. 3 Mart 1909) azledilmiş olduğu Taşra Memuriyet Seçim Komisyonu’nun Rumi 26 Şubat 1324 tarihli (M. 11 Mart 1909) mazbatasından anlaşıldığı Rumi 3 Mayıs 1325 tarihli (M. 16 Mayıs 1909) vukuat pusulasıyla bildirilmiştir. 3.1.25 OSMAN HİLMİ BEY (DH. SAID 95/100) Kolağasızade demekle bilinen vefat etmiş olan Ali Ağa’nın oğludur. Hicri 1282 senesinde (M. 1865/1866) Çorum Sancağına bağlı Sungurlu kasabasında doğmuştur. Sungurlu’da sıbyan mektebini bitirmiş ve medreseye giderek burada Arapça nahiv ve birazda Farsça eğitimi görmüştür. Türkçe okur-yazardır. Hicri 20 Rebiülevvel 1296 senesinde (M. 14 Mart 1879) 14 yaşında iken Mal ve Yazı işlerine stajyer olarak girmiştir. Hicri 3 Cemaziyelevvel 1297’de (M. 13 Nisan 1880) 245 kuruş maaşla Sungurlu Aşar vergisi kalemine tayin olunmuştur. Rumi Ağustos 1296’da (M. 1880) kurumun lağvıyla açıkta kalmıştır.
