Hüseyin Hüsnü Efendi was born in Kavaye in 1853/54 (AH 1270) into the İslam community. At about 18, in 1872/73, Hüseyin Hüsnü began work. The annual lists begin in 1872/73, with Hüseyin Hüsnü as Rüsûmat İdaresi mülazımı and no place named, with a rise to tithe official (Aşar Memuru) in 1882/83. Alongside, the lists for 1884 to 1889 give a second post, in Tirana as Aşar Memuru. For 1889 to 1896 the lists have no entry. Alongside, the lists for 1888 to 1898 give a second post, in Krujë as Mal Muduru. Alongside, the lists for 1897/98 give a second post, in Shijak as Mal Muduru. Alongside, the lists for 1897 to 1900 give a second post, in Tirana as Mal Muduru. Next came Shijak from 1900 to 1905. The last entry, for 1906/07, names Hüseyin Hüsnü as Tekaüt, with no place.
