Life and register readings
Kostaki Fehmi Efendi was born in Keskin in 1868/69 (AH 1285) into the Hristiyan community; the father was a merchant (tüccar). At about 15, in 1882/83, Kostaki Fehmi began work. The annual lists begin in 1882/83, with Kostaki Fehmi as vergi kalemi mülazımı and no place named. For 1889 to 1891 and 1895 to 1898 the lists have no entry. Alongside, the lists for 1901 to 1903 give a second post, in İncesu as Mal Muduru.
Pay rose from 300 kuruş a month in 1891/92 to a peak of 540 in 1898/99, as Mal Muduru, when 65 per cent of paid officials earned less. The last annual entry is for 1902/03.
