Babası Abdurrahman Bey’dir. Lakabı miralaydır. 152 H.1298/M.1881’de
Sivas’ta doğmuştur. Eğitimine ilk olarak sıbyan mektebinde daha sonra Sivas
rüştiyesinde askerî okula yazılmıştır ancak üçüncü sınıfta öğrenimini
sonlandırmıştır. Türkçeyi iyi bilen bir okuryazardır.
