Born in Alişar Köyü, Karahisar-ı Şarki, Mehmet Şakir Efendi was the child of a medrese teacher (müderris). The annual lists begin in 1902/03 (AH 1320), with Mehmet Şakir as Müderris and no place named. For 1903 to 1910 the lists have no entry. In place of a title the lists give Mazuliyet for 1910/11.

The salary never rose above the first in the lists, 150 kuruş a month in 1902/03, when 8 per cent of paid officials earned less. The final annual entry is for 1911/12.
