Life and register readings
Born in Shkodër (İşkodra) in 1854/55 (AH 1271), İbrahim Hakkı Efendi was the child of a merchant (tüccar). Work began in Shkodër in 1872/73, at about 17. The first annual entry, for 1872/73, places İbrahim Hakkı in Shkodër, the birthplace, as Rüsûmat Nezareti Muhasebe Kalemi mülazımı, where the entries run to 1882/83. Alongside, the lists for 1882 to 1886 give a second post, in Tirana as Rusum-i Sitte Muduru, with a rise to Rusum-i Sitte Muduru. The annual lists then follow İbrahim Hakkı to a post with no place named from 1886 to 1898. Alongside, the lists for 1897 to 1899 give a second post, in Parga as Düyûn-ı Umûmiye memuru. The lists give Vefat (death) for 1898/99 instead of a title.
Pay rose from 140 kuruş a month in 1874/75 to a peak of 650 in 1879/80, in Shkodër, when 70 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 410 kuruş. Over 26 years the salaries add up to 127,680 kuruş, about what an official on the median salary earned. The final annual entry is for 1898/99.
