Born in Giresun, Hacı Mikdat Mahallesi in 1852/53 (AH 1269), İbrahim Hilmi Efendi was the child of a merchant (tüccar). Every annual entry from 1910/11 to 1917/18 places İbrahim Hilmi in the same post, Şeriye mahkemesi ikinci kâtibi, in Giresun.
