Mehmed Rifat Efendi was born in Taşköprü in 1874/75 (AH 1291); the father's occupation was "Müderris; Boyabat müftü vekili". The annual lists begin in 1905/06, with Mehmed Rifat as İbniye-i Seniyye ambar muallimi and no place named. The lists give Azil (dismissal) for 1909/10 instead of a title.
