Osmanlı nüfus tezkiresi, rüĢtiye mektebinde almıĢ olduğu diplomanın onaylanmıĢ sureti Tercüme -i hal evrakıyla birlikte muhafaza edilmiĢtir (BOA.DH.SAĠD.,No:133,s.497). 4.1.42.Mehmed Nazır Efendi Müteveffa Ġzzet Efendi‟nin oğludur. 16 Nisan 1885 (H.1 Recep 1302) tarihinde Antakya‟da doğmuĢtur. Antakya‟da ġemseddinzade olarak tanınırlar. Antakya rüĢtiye mektebinde bir müddet tahsil görmüĢtür. 1900/01 (H:1318) yılında “Antakya Kazası Nüfus Kalemi” ne stajyer olarak dâhil olmuĢtur. 19 Ağustos 1911 (H.23ġaban 1329) tarihinde 200 kuruĢ maa Ģla “Halep Vilâyeti Merkez Tapu Kitabeti Refakati”ne tayin olunmuĢtur. Defter-i Hâkâni Nezaretinden Halep Vilâyeti Defteri Hâkâni Müdüriyetine gönderilen mülahazasına atfen tercüme-i hal evrakının onaylandığı belirtilmiĢtir. Bahsi geçen Nüfus Kalemine stajyer olarak alınması Antakya Ġdare Meclisi 1 Mayıs 1906 (R.18 Nisan 1322) tarihli mazbatanın onaylanmıĢ suretinden anlaĢılmıĢtır.
