Katolik Ermeni milletine mensup Zamaroğlu Viçen Efendi’nin oğlu olan Oseb
Efendi, H. 1290 (1873 / 1874) tarihinde Tokat’ta doğmuştur. Sıbyan mektebi ve
rüşdiyye mektebinde bir süre eğitim aldıktan sonra Amasya’daki Fransız mektebine
devam etmiş ve diploma almıştır. İstanbul’a giderek Baytâr 180 Mektebini okumuş
buradan da diplomasını almıştır. Türkçe, Fransızca, Ermenice konuşup yazabilmektedir.
Muavinliği’ne getirilmiştir. Aynı yıl içerisinde kendisine Rütbe-i Râbi‛a verilmiştir.
