İsmail Hakkı Efendi was born in Sivas in 1881/82 (AH 1299) into the İslam community; the father's occupation was "Jandarma süvarisi". The first annual entry, for 1901/02, places İsmail Hakkı in Alucra as Ağnam tadat kâtibi (muvakkat). For 1902 to 1904 the lists have no entry. At the same time, from 1901/02, the lists also place İsmail Hakkı in Suşehri as Telgraf ve posta memuru vekili. The last post was in Alucra again in 1904/05.
