Mehmed Raşid Efendi was born in Harput in 1841/42 (AH 1257). The father’s occupation was Posta tatarı. Schooling included Sıbyan mektebi; Telgraf ve Posta Nezareti Mektebi. The language repertoire included Turkish. [1]
