İbrahim Efendi’nin oğlu olan Mustafa Hıfzı Efendi, H. 1282 (1865 / 1866)
tarihinde Tokat’ta doğmuştur. Sıbyan mektebinde dini ilimlere giriş derslerini okumuş,
iki yıl rüşdiyye mektebine gitmiş ve Dârü’l -muallimînden diploma almış ancak
diplomasını kaybetmiştir.
