Born in Izmir (İzmir) in 1875/76 (AH 1292), Mehmed Şefik Efendi was the child of a tanner (debbağ). At about 16, in 1890/91, Mehmed Şefik began work in Aydın. The annual lists begin in 1890/91, with Mehmed Şefik as Mektup Kalemi mülazımı and no place named. In place of a title the lists give İstifa (resignation) for 1894/95.
