Uşak esnaflarından Hacı Ahmed Efendi’nin oğlu olan İsmail Efendi 2 Şaban
1301’de (28 Mayıs 1884) Uşak kasaba merkezinde doğmuştur.
1309 hicrî yılında Uşak kasabasında bulunan ibtidai mekteplerden birisine
başlayarak iki yıl boyunca ilim tahsilinde bulunmuştur. 1311 /1894 senesinde
Rüşdiye mektebine kaydolmuş ve üç yıllık tahsilin ardı ndan şehadetnamesini
almıştır. Ancak bu şehadetnamesini Uşak yangını sırasında yitirmiştir.
