Life and register readings
Hüseyin Refîk Efendi was born in Çemişgezek in 1875/76 (AH 1292). The schooling was at a primary school (İbtidai Mektebi). Work began in Istanbul in 1895/96, at about 20, on a first salary of 300 kuruş. The annual lists begin in 1895/96, with Hüseyin Refîk as a policeman (Polis) in Istanbul, where the entries run to 1902/03. At the same time, from 1902 to 1911, the lists also place Hüseyin Refîk in a post with no place named as Nukûd-ı mevkûfe tahsildarı. Alongside, the lists for 1911 to 1912 give a second post, in Istanbul as İstanbul vilayeti evkaf tahsildarı. The lists give İstifa (resignation) for 1902/03 and Mazuliyet for 1910/11 instead of a title.
Pay rose from 300 kuruş a month in 1895/96 to a peak of 500 in 1910/11, when 44 per cent of paid officials earned less. Over 17 years pay ended where it began, at 300 kuruş. In all, 17 years of salary come to 49,920 kuruş, 52 per cent of what an official on the median salary earned in those years. The final annual entry is for 1911/12.
