MEHMED RÜġDÜ EFENDĠ was born in Antalya in 1869/70 (AH 1286); the father's occupation was "Asâkir-i zabtiye yüzbaşısı". Work began in Antalya in 1881/82, at about 13. The first annual entry, for 1881/82, places MEHMED RÜġDÜ EFENDĠ in Antalya, the birthplace, as Telgrafhane mülazımı, where the entries run to 1887/88. Alongside, the lists for 1887 to 1889 give a second post, in Damascus as Telgraf ve posta merkezi muhabere memuru. At the same time, from 1888 to 1894, the lists also place MEHMED RÜġDÜ EFENDĠ in Thessaloniki (Selanik) as Telgraf ve posta merkezi muhabere memuru. Alongside, the lists for 1893 to 1897 give a second post, in Razlog as Telgraf ve posta merkezi muhabere memuru. The last entries, from 1897 to 1900, name MEHMED RÜġDÜ EFENDĠ as Telgraf ve posta merkezi muhabere memuru, with no place.
