Hayrettin Efendi, Preşova Kasabası İdare Meclisi azası merhum Hacı Mehmet
Efendi’nin oğludur. H. 1296/R. 1294/M. 1878 yılında Preşova kasabasında doğduğu
Osmanlı nüfus kâğıdına yazılmıştır. Preşova Rüştiye Mektebinde okuduktan sonra
Hukuk Mektebinde zamanın müfredatında yer alan ilim ve fenlerini tahsil ederek İyi
derecesiyle R. 30 Mayıs 1321/M. 12 Haziran 1905 tarihli mezuniyet belgesini almıştır.
Kosova Mülkiye İdadisinin gececiler kısmında altı sene okumu ş ise de kendi isteğiyle
okulu terk etmiş ve rüştiye diploması alamamıştır. Fransızca ve Bulgarca okuyup
yazabildiği, Arnavutça, Sırpça ve Boşnakça konuşabildiği hal tercümesi evraklarından
anlaşılmıştır527.
