Life and register readings
Born in Afyonkarahisar (Karahisar-ı Sahib), İstepan Efendi came from the Hristiyan community. The annual lists begin in 1883/84 (AH 1301), with İstepan as Aşar ve İğtinam başkâtibi and no place named. İstepan then moved to Bolvadin from 1886 to 1888, then back to Afyonkarahisar, the birthplace, from 1889 to 1896. Alongside, the lists for 1892/93 give a second post, in Sandıklı as Ziraat Bankası sandığı muhasebe kâtibi vekili. The last entries, from 1894 to 1896, name İstepan as Ziraat Bankası sandığı muhasebe kâtibi vekili, with no place.
