Born in Burdur in 1862/63 (AH 1279), İsali Efendi was the child of a merchant (tüccar). At about 16, in 1878/79, İsali began work in Burdur. From 1878/79 to 1885/86 every annual entry places İsali in Burdur, the birthplace, first as Muhasebe Kalemi stajyeri, from 1885/86 as Masarifat Katibi Refakati.
