4.1.26.İbrail Şehbenderi Mehmed Necib Bey634 Mehmed Necib Bey tüccardan Saizâde saadetli Süleyman Bey’in mahdumudur. Bin iki yüz seksen altı sene-i hicriyesinde (sene-i maliye 1285) Dersaadet’te tevellüt eylediği mezkûre-i Osmanîyyesinde muharrirdir. Mekteb-i ibtidaîde ve üç sene Soğukçeşme mekteb-i rüşdiye-i askeriyesinde ve Mekteb-i sultanîde tahsil ederek mekteb-i sultanîden edebiyat ve ulûm ve fünun şahadetnamesi ahzetmiştir. Türkçe ve Fransızca tekellüm ve kitabet eder. Bin üç yüz on senesi muharreminin sekizinde (20 Temmuz 308) yirmi dört yaşında iken mülazemetle hariciye nezareti umur-ı şehbenderi kalemine dâhil olmuştur. Umur-ı şehbenderi müdüriyetinden yazılan mülahazada tercüme-i halinin kaleme ait mündercatı tasdik olunmuştur. Mekteb-i sultanî şahadetnamesinin suret-i musaddakası tercüme-i hal varakasıyla mahfuz olup tezkire-i Osmanîyyesi hariciye sicil-i ahvâl müdüriyetince görülerek iade kılınmıştır. Sinne şehbender vekili refaatlü Mehmed Necib Bey’in tercüme-i haline zeyldir Mir-i mûmâileyh bin üç yüz on bir senesi cemaziyelevvelisinin dördünde (1 Teşrinisani 1309) elli guruş maaş tahsis olunmuştur. Mir-i mûmâileyh gurresine üç yüz on iki senesi muharreminin yirmi ikisinde rütbe-i salise tevcih buyrulmuştur. 634 BOA, HR.SAİD, No. 20, Gömlek No. 3, 2-3.
