Mektebi iptidaiye ve Sıbyan mektebinde ilk öğrenimini tamamlamıştır. Rüştiye
mektebinde mürettep dersleri okuyup 12 Temmuz H.1302/M.1884’de diploma
almıştır. Mehmet Kemal Efendi Türkçe okuryazar olduğutercüme -i hâlinde
Mehmet Kemal Efendi hüsnü hizmetinden dolayı 18 Haziran H.1318/M.1900’de
beşinci mecidiye nişanı ile taltif edilmiştir. Mehmet Kemal Efendi 22 Teşrinisani
