Mehmet Rıfat Efendi, mülk sahibi Hurşit Ağa’nın oğludur. H. 1298/R. 1297/M. 1881
yılında Kosova vilayeti Mitroviçe kasabasında doğduğu Osmanlı nüfus kâğıdına
yazılmıştır. Mitroviçe İbtidai Mektebinde ilköğretimini tamamladıktan sonra Üsküp
Mülkiye İdadisiyle Hukuk Mektebinde o zamanın müfredat derslerini okumuştur. R. 10
Temmuz 1316/M. 23 Temmuz 1900 tarihli pekiyi dereceli idadi diplomasıyla R. 1
Kânunuevvel 1321/M. 14 Aralık 1905 tarihli iyi derecesinde hukuk mektebi diplomasını
almıştır. Arapça ve Farsça okuyabildiği, Arnavutça ve Sırpça konuşabildiği,
Fransızcaya aşina olduğu hal tercümesi evraklarından anlaşılmıştır531.
