Mehmed Fehmi Efendi

The life of Mehmed Fehmi Efendi began in Tokat in 1867/68 (AH 1284). Work began in 1885/86, at about 18. The annual lists begin in 1885/86, with Mehmed Fehmi as Tahrîrât stajyeri and no place named. The lists have no entry for 1886 to 1888. Alongside, the lists for 1906 to 1908 give a second post, in Kartal as Tapu kâtibi. Mehmed Fehmi then moved to Bandırma from 1908 to 1910. Alongside, the lists for 1909 to 1911 give a second post, in Silivri as Tapu kâtibi (2. sınıf). Alongside, the lists for 1910 to 1911 give a second post, in Büyükçekmece as Kaza kâtibi. Next came Şile in 1911/12. Alongside, the lists for 1911/12 give a second post, in Çatalca as Merkez tapu kâtibi. Six places on two continents in all, a number reached by fewer than 8 per cent of the 6,605 officials with a place of service.

Pay rose from 300 kuruş a month in 1889/90 to a peak of 600 in 1907/08, in Kartal, when 61 per cent of paid officials earned less. The peak lasted a single year; the next list gives 500 kuruş. In all, 13 years of salary come to 51,600 kuruş, 67 per cent of what an official on the median salary earned in those years. The final annual entry is for 1911/12.
