Mehmed Emin Bey was born in Istanbul in 1867/68 (AH 1284); the father's occupation was "İzmir Rüsumat Nezareti Tahrirat Kalemi mukabelecisi". The first annual entry, for 1892/93, names Mehmed Emin as Aydın Vilayeti Mesalih-i Ecnebiye Müdürlüğü Kalemi mülazımı, with no place.
