Life and register readings
Ömer Fevzi Efendi was born in Tirebolu; the father was a farmer (çiftçi). The personnel record dates the first work to 1894/95 (AH 1312), after the first annual entry, on a first salary of 2,250 kuruş. The first annual entry, for 1893/94, names Ömer Fevzi as Mekteb-i Nüvvab öğrenciliği, with no place. Next came Siirt from 1897 to 1904. Alongside, the lists for 1903 to 1905 give a second post, in Asir as Asir naibi. At the same time, from 1904 to 1909, the lists also place Ömer Fevzi in Serres (Siroz) as Siroz naibi. Alongside, the lists for 1908/09 give a second post, in Siirt as Siirt naibi. Ömer Fevzi then moved to Mersin in 1912/13. Alongside, the lists for 1912/13 give a second post, in Trabzon as Trabzon kadısı. The annual lists then follow Ömer Fevzi to Sivas from 1915 to 1917. Alongside, the lists for 1916/17 give a second post, in Beirut as Beyrut vilayeti kadısı.
Pay rose from 2,250 kuruş a month in 1894/95 to a peak of 5,500 in 1916/17, in Beirut. From 1915 to 1917 no official in the lists was paid more; only 19 of the 7,179 officials with a salary were ever the best paid of a year. The last annual entry is for 1916/17.
