Life and register readings
The life of Mehmed Rıfat Efendi began in Diyarbakır in 1872/73 (AH 1289); the father's occupation was "Pamukçu esnafı". At about 27, in 1899/1900, Mehmed Rıfat began work in Aleppo (Halep), on a first salary of 500 kuruş. The annual lists begin in 1899/1900, with Mehmed Rıfat as Vilayet Maiyet Memuru in Aleppo, where the entries run to 1902/03. Alongside, the lists for 1902/03 give a second post, in Kemah as Kaza Kaymakamı. The annual lists then follow Mehmed Rıfat to Carsancak and Nazımiye (Kızılkilise) from 1904 to 1906.
