Mustafa Şerafeddin Efendi was born in Shkodër (İşkodra) in 1878/79 (AH 1296). The annual lists begin in 1895/96, with Mustafa Şerafeddin as Askerî Hastane karantinacısı in Shkodër, the birthplace, where the entries run to 1907/08. Alongside, the lists for 1907/08 give a second post, in Melnik as Mevki Askerî Hastanesi kâtibi.
