Life and register readings
Numan Saip Efendi was born in Erzincan into the İslam community; the father was a mufti (müftü). Work began in 1861/62 (AH 1278). The annual lists begin in 1861/62, with Numan Saip as Tahrirat kalemi mülazımı and no place named. The lists have no entry for 1865 to 1882. Next came Bayburt from 1882 to 1888. At the same time, from 1887/88, the lists also place Numan Saip in Gümüşhane as Tahrirat müdürü. In place of a title the lists give Infisal for 1887/88.
The salary went from 200 kuruş a month in 1863/64 to 1,170 in 1882/83, the peak, in Bayburt, when 85 per cent of paid officials earned less.
