Life and register readings
Mehmet Hilmi Efendi was born in Sivas in 1872/73 (AH 1289); the father's occupation was "Sivas vilayeti belediye müfettişi". Work began in Sivas in 1887/88, at about 16, on a first salary of 400 kuruş. The first annual entry, for 1893/94, places Mehmet Hilmi in Kastamonu as telgraf merkezi muhabere memuru. The annual lists then follow Mehmet Hilmi to Erzurum in 1894/95. Alongside, the lists for 1894 to 1902 give a second post, in Erzincan as telgraf merkezi muhabere memuru. The last posts were in Kemah and Erzincan from 1902 to 1905 and Ağrı (Karakilise) in 1906/07.
Pay rose from 400 kuruş a month in 1893/94 to a peak of 600 in 1906/07, in Ağrı, when 63 per cent of paid officials earned less. The final annual entry is for 1906/07.
