Life and register readings
Born in Bursa in 1867/68 (AH 1284), Mehmed Cemil Efendi came from the İslam community; the father's occupation was "Hüdâvendigâr vilâyet-i celilesi muhâsebe idare kalemi ikinci kâtibi". Work began in 1883/84, at about 16. The first annual entry, for 1883/84, names Mehmed Cemil as muhâsebe kalemine mülâzemet, with no place. The lists have no entry for 1884 to 1887 and 1888 to 1890.
