Efendi, H.1285/M.1868’de Sivas’ta doğduğu Osmanlı nüfus tezkiresinin suretinde
yazılıdır. Mehmet Yadigâr Efendi İbtidaiye mektebinde esası İslamiyet olan dinî
ilimleri okumuştur. Mehmet Yadigâr Efendi Sivas Vilayeti Askerî Rüştiye
mektebinde bir miktar Arabi ve Farisi ilimleri okumuştur. Mehmet Yadigâr
Efendi Türkçe okuryazar olduğu tercüme -i hâlinde yazılıdır. Mehmet Yadigâr
mütenasip olduğu beyan edilmiştir. Nüfus tezkeresinin sureti ve Ağnam ta dat ve
yoklama kitabetlerinde aldığı ücretinin kesintisinin miktarı ile kendisine zimmet
ve ilişiği olmadığını Sivas Vilayeti meclisi idaresinin 15 Temmuz H.1322/M.1904
