Telgraf başçavuşlarından Ömer Lütfi Ağa’nın oğludur. H.1290/M.1872’de
Sivas’ta doğmuştur. Sıbyan mektebinde ilk olarak dinî ilimler tahsil etmiştir.
Tokat sancağı mektebi rüştiyesinde de genel dersler almıştır. Türkçe okuryazardır.
Ali Rıza Efendi, geçmiş memuriyeti olan Tokat merkezinden ayrıldığını ve
yeni görev yeri olan Erzurum’a gitmediği ve resmî tebligatı imzalamadığı, nezaret
memuriyetinin komisyon kararı ile H.1325/M.1907 25 Şubat’ta 10 Mayıs
H.13196/M.1901 yılında açığa çıkarıldığı telgraf ve posta sicil şubesinin 16 Aralık
H.1312/M.1894 tarihinde vukuat pusulasında bildirilmiştir.
