Sırrı Efendi was born in Harput in 1853/54 (AH 1270); the father's occupation was "Kadı ve müellif". At about 18, in 1872/73, Sırrı began work in Aleppo (Halep). The first annual entry, for 1872/73, places Sırrı in Aleppo as Tahrir-i emlak ve rüsumat nezareti kalemlerinde mülazım. Alongside, the lists for 1872 to 1875 give a second post, in a post with no place named as Tahrir-i emlak kâtibi. Alongside, the lists for 1874 to 1881 give a second post, in Adana as Memuriyet (unvan eksik), with a rise to Hapishane Muduru in 1878/79. Alongside, the lists for 1880 to 1889 give a second post, in a post with no place named as Nahiye Muduru, with a rise to Aşar ve ağnam nezareti tahrirat başkâtibi in 1881/82. Alongside, the lists for 1887 to 1889 give a second post, in Kadhimiya as Kaymakam vekili.
