Mehmed Necmeddin Efendi was born in Istanbul (Dersaadet) in 1873/74 (AH 1290). The father’s occupation was Şeyhülislam. Schooling included Sıbyan mektebi; Kapudan Paşa Mülkiye Rüştiyesi; Darü't-Talim; Mekteb-i Hukuk-ı Şahane. The language repertoire included Turkish. [1]
