Life and register readings
Born in Bosna in 1851/52 (AH 1268), Mehmed Kemal Efendi came from the İslam community; the father was a governor of a sub-province (mutasarrıf). Mehmed Kemal began work in Şebinkarahisar (Karahisar-ı Şarki) in 1869/70, at about 17, on a first salary of 300 kuruş. The annual lists begin in 1869/70, with Mehmed Kemal as Tahrirat Kalemi memuru in Şebinkarahisar, where the entries run to 1883/84. The lists have no entry for 1884 to 1887. The annual lists then follow Mehmed Kemal to Bitlis in 1895/96, then back to Şebinkarahisar from 1899 to 1901. For 1890 to 1895, 1896 to 1899 and 1901 to 1906 the lists have no entry. The last posts were in Diyarbakır in 1906/07 and Erzurum in 1909/10 and Sivas in 1910/11. The lists have no entry for 1907 to 1909. In place of a title the lists give Mazuliyet for 1909/10. Entries spanning 43 years are rare, reached by fewer than 4 per cent of the 8,239 officials.
Pay rose from 300 kuruş a month in 1869/70 to a peak of 1,350 in 1906/07, in Diyarbakır, when 87 per cent of paid officials earned less. That salary was paid for a single year, and the next list gives 750 kuruş. Over 22 years the salaries add up to 121,500 kuruş, about what an official on the median salary earned. The final annual entry is for 1910/11.
